Who can approve what, what happens on rejection, what counts as evidence, and what gets logged so a compliance review has an answer instead of a shrug. Get that wrong and the workflow either blocks people who need an exception, or lets a required step get skipped silently. On a multi-tenant SaaS platform, the same discipline collapsed a manual onboarding checklist into 30-minute automated tenant provisioning — the workflow did not disappear, it just stopped needing a person to run it.
